I have seen a couple of people try to do this:

Sadly that doesn't work. The script looks at the actual commit message
emails (it is subscribed to the commit-classpath list). So if you have
to commit such a change with the new ChangeLog Entry as cvs commit
message. Something like the following would do:

        Add bug number to ChangeLog:
        
                Fixes PR #23900.
                * javax/swing/JLayeredPane.java
                (remove(int)): Removed repaint() call. This is unnecessary 
because
                already triggered by Container.remove().
