This patch fixes bugs in the construction of the
Collator internal data structures as it parses the rule
string. This resulted in the keys returned being
"off by one". For example, if the rule string was
"a,A<b,B", the key returned by getCollationElementValue("a")
would be the key for "A", "A" for "b" and so on.
