    grc: determine the DATA_DIR from the python __file__ variable
    
    We can determine the blocks path and the docs dir using the DATA_DIR.
    The idea is to make transplanted installs easy to use.
    The default block path is now determined and not recoreded into the config 
file.
    The default docs dir is still recorded into the conf file, however,
    if the directory does not exist, we can infer it from the file structure.
