I agree, OP's shouldn't be able to kick MASTER's....
An OP could kickban a MASTER so that the MASTER can not log 
in and take the OP of that guy......

hmm - I don't think so      
nobody should be prevented from beeing kicked by      
default...      
I think a hubmaster has to trust ops not to do such      
things.    
Anyway - the master has the right to delete     
someones privileges in such case
