maybe caused by wrong installation because new undokumented files (users.xml.in 
& dchub.dtd) are needed at fixed path...

Summary:  no user-file written on hub-init

Original Submission:  The user file given with the -u flag only removes an old 
userfile, but don't create a new one when initializing the hub with the -i flag
