Summary:  Silence doesn't work

Original Submission:  I've been trying to use -silence recently, and it doesn't 
appear to work.  I've tried all of the different arguments, but the user is 
still able to do whatever I silenced.  Hub doesn't give any error messages or 
anything.



It would be nice to have a working implementation of this.
