I think a user should be able to receive email to that address
as soon as he/she becomes a registered site user
because if you visit "Developer Profile" of any user,
it says his/her email as username at users.kldp.net.
Hence anyone will probably think he/she can be reached via that address.

F.Y.I: SF.net also enables address@hidden 
when his/her account is activated.

I think this feature needs to be changed or we need to remove
that confusing line "username at users.kldp.net" from the
developer profile page at least....

IMHO, users who uses sf.net both will probably think debian-sf 
works as the same, hence changing this feature will reduce problem....
