Argh, an other victim of ldap :)
First double check /etc/ldap/slapd.conf
This error only mean that SF_Robot is not allowed has not enough priviledge or a wrong password
to acces ldap
If nothing seems wrong try to play with /usr/lib/sourceforge/install-ldap.sh purge/reset/configure until
install-ldap.sh check don't complain
As usual stop nscd when testing

I talked to Va today and they are no longer using LDAP in sourceforge version 3.0 They are also no longer supporting login shells.

Ldap is useful for login shells. It essentially enable creation of login account without touching /etc/passwd and /etc/group
It also allow to manage unix right on file access for CVS.
You can not to use ldap desctivating then in local.inc, web part should work, but not FRS, FTP, SHELLS, CVS :(, though it's
probably possible to have this working without ldap.
Do SF3 also use Oracle as a Database?

What is nscd?

Name service cache daemon, this is doing some annoying caching when testing.
