I have tidied up the menu for the mode, creating two sections, one for
the style of entry (Classic, Insert or Edit) and one for what is being
entered (notes, rests or blanks).
I've moved read-only to the File menu, but, curiously it is not actually
working, and I can find no trace in the code of how it is intended to
work. Blank mode *is* working now, and along with rests it invokes
Classic mode for input (since note names become irrelevant). Switching
back to Notes input changes the mode back to Insert. This will need to
be the prefs default (once we're agreed how to code this :-)
Some of the names are still strange, and I am not sure that assigning
the value 0 to Classic mode is good (it can't be tested for like Insert
and Edit). I left it like this because I feared some code somewhere
might test for mode==0, but I am not sure it is wise. Perhaps better
take any pain early. 
The patch is to the same cvs as before.
