The modulation is for frequency multiplexing. There are multiple
transmitters and a single receiver.

I am going to use some framing. I am trying to figure what framing to use
that would allow me to use as much of the already developed code. I was
planning on using some barker code header and use correlation at the
receiver to sync the data.
