I can't seem to connect to SVN, and the version of GNU Radio that I used is the one that can be obtained from the FTP site (ftp://ftp.gnu.org/gnu/gnuradio/gnuradio-3.1.1.tar.gz ).

So, is there any other way out for me?

Have you run ./bootstrap && ./configure ?

Regarding the gnuradio source tree (which you will need to install
before installing gr-howto):

If make check doesn't pass, don't sweat it (yet).

It looks like you downloaded the .tgz file instead of from SVN. I
installed gnuradio on a fresh Ubuntu Gutsy system literally yesterday
using the exact same install procedure as the Wiki... Try the updated
version of the code as indicated on the UbuntuInstall page you referenced.
