You were correct Thomas. The minimum decimation turned out to be 8. I also created my own usrp_fft.grc and ran it as well.

That's a good sign.  Since the USB-2.0, in default sample size across the bus, can only handle
  8Msps (64Msps/8 = 8Msps).

It means that you weren't choking on CPU before you choked on USB bus bandwidth.
