I am running following command:
wget http://www.sbrac.org/files/build-gnuradio && chmod a+x ./build-gnuradio && ./build-gnuradio
Also, I am o VM machine, Ubuntu12.04..

It's probably not "stuck", it's just that after that point, it goes off and uses apt-get to load all of the pre-requisites, which can take a *long* time, and is done silently, unless you use the --verbose option.
