Ubuntu 14.04 has 3.7.2.1 + some extra patches. Newer versions of Ubuntu have newer versions of GNU Radio...

Anyway, the easiest way to get all of the dependencies on a fresh Ubuntu/Debian-based install is sudo apt-get build-dep gnuradio, then run whatever install script you want if you *really* want a source build.

It's worth noting that you're looking at an old version of that page. In the current version the #1 suggested way to install GNU Radio is through your distribution's package manager. sudo apt-get install gnuradio will get you running in a few minutes.
