When I start grc from terminal, it lists /usr/local/share/gnurado/grc/blocks as one of the block paths, ~/.grc_gnuradio being the other. This leads me to believe it knows to look there. The gnuradio config.conf file also lists this as the global blocks path.

I'm not at the laptop giving me issues right now, but since the issue does not appear to be obvious to you, I'll double check everything once more to make sure I'm not wasting your time.

Are you sure GRC is looking for the files in
/usr/local/share/gnurado/grc/blocks, and not elsewhere (e.g.
/usr/share/gnurado/grc/blocks) ?
