I'm running release version 3.7.11 with gsl-1.16.

Actually, now that I think about it, I would be suprised if it built
gr-fec without gsl.

It may not a be gsl problem - your mileage may vary depending upon the
version of gnuradio you're running.

Create a new build directory and run cmake - it will tell you if there's
a problem with gsl.
