It's open source. The only constraints I'm aware of are the API and the
copyrights.
The API should be under
<gnuradio root>/share/doc/<version/html/index.html
If it's not there you may need to install it, e.g., on Debian based systems
apt-get install gnuradio-doc
I don't know really know anything about the licensing other then it's
GPL version 3.

mailing list unless they're related on how to use gr-osmosdr with gnuradio.
