[Discuss-gnuradio] BER output is same

Hi, I successfully made a flow graph of an OFDM transceiver but I am facing problem with the BER output. It is fluctuating and giving the same value in the range of 0.49 to 0.51. Attached hereby is the flow graph from gnu radio. May i know what i might be doing wrong?
