TR: ANNOUNCE : Encod.app 0.2

After several bugs reports that are now fixed,  please find a new version of
Encod! at :

http://s.peron.free.fr/GNUStep/Encod.0.2.tar.gz

If you use Encod  for the first time, run Encod and then go directly to the
preferences panel for setting all that Encod needs to work. (the cddb server
is not mandatory because a cddb server is already defined by default in the
code )
