The OS X port of GNUMail.app uses nibs. Under GNUstep, GNUMail.app uses
manually created UIs using standard AppKit calls.
Using .gorm files (ie., same as nibs) would be trivial with the good MVC
design behind GNUMail.app - especially with the way Gorm is progressing
these days in terms of functionnality and stability.
