GnuMail and GNUSTEP_USER_ROOT != ~/GNUstep

Hello,

 I just installed the most recent GNUmail on my Linux box. It
seems like it always wants to use ~/GNUstep instead of honoring 
the $GNUSTEP_USER_ROOT environement variable. Why that?
