Oh sorry. Looks like I forgot to mention it in the README file. Yes, this 
refers to Preferences.app as Martin already stated.
You find it at http://prefsapp.sourceforge.net.

Again, sorry for this. Such things happen if you try to do too many things 
at a time ;-)
I'll fix it in the README in CVS.
