Why not just include Camaelon and WildMenu in the core package under a 'contrib' directory? That way, it's there for people who want it without having to go grab a patch, it's not part of the codebase proper, and vertical menus are still the default.
Horizontal menus (and horizontal menus with verticals still available as popup, horizontal menus with tear-off, pie-menus, telepathic menus, whatever) should be advertised as an option for end users and the *ABILITY* to set menu style and/or theme should be easy, straightforward, and available out-of-the-box (the *ABILITY* should be out-of-the-box, not the horizontal menus themselves).
That doesn't mean horizontal menus will be the default, it just means that somebody trying out a GNUstep based desktop should be presented with the option of selecting other menu styles or themes if they like and they should know about this possibility without having to read through mailing list archives, download patches, and recompile.
