Yes, that seems to be correct.

Not only  that OpenStep provides higher  level tools, but  it does not
provide some low level tools provided by POSIX (for example: fork(2)).

So you  may have to use several  API.  In that case  you should better
choose API  that are  all implemented on  your target  systems.  While
it's fine for NeXT Computer Inc,  and later for Apple Computer Inc. to
tell us  developers: "it's fine  to use OpenStep for  portability (and
don't forget to use our own specific API)", it's much less portability
work to only use common API and to avoid specific API.
