I have been using Suse 9.0 for some months now and there are Helvetica fonts, just not scaleable ones. You have to instal the 75dpi or 100dpi module. You may also redefine the fonts which GNUstep uses in the defaults settings, but I must admit that I would have to check the documentation on the values, as I never needed it. And so I see no need to package fonts with GNUstep.
