It's all abstracted out to loadave.c. The functions are supposed to fill in the given array with cumulative totals of "time" the system has spent doing various stuff (the CP_* constants). The unit of time doesn't matter; the values will be normalized before being used. It doesn't matter where the 'baseline' for the totals are; totals since the system started work fine.

(The name is a bit misleading; this doesn't really have anything to do with the load average. :)
