.icns is not really a fun format to edit. The bigger icon sizes are stored in separate planes and run-length-encoded in a rather odd way... A bundle-based format made of standard image formats would be easier.
Not to mention that directly supporting .icns would simply encourage application developers to take their OS X icons and use them on GNUstep, without creating a version that suits GNUstep's style (whatever it will eventually be).
