Another release of gnustep-base ...

I'd like to make another release of gnustep-base this month.
This would be a minor bugfix release to deal with any little niggles in 1.24.3, 
but also to update the time zone information (I forgot to do that in 1.24.3).

If anyone has any contributions they want to get in to this release, now is the 
time to speak up.
In view of the short timeframe, any contributions be either trivial/cosmetic 
(ie very obvious that they won't break anything) or must be submitted with 
testcases.
