Agreed, images do provide for a minimum roll-out time while making a theme.
However, I am issues in controlling certain components relying solely on 
colors, for example, in this particular theme, the tab look broken (as I have 
set the background color of the theme to be white, and the tab labels are also 
configured to have their top border white), also I observed that the progress 
in progress bar is drawn using shade color. 

Anyways, a little fiddling with code should fix it I suppose
