according to wikipedia [1] it is "The webarchive format is a concatenation of source files with filenames saved in the binary plist <http://en.wikipedia.org/wiki/Property_list> format using NSKeyedEncoder"

I don't know how compatible our NSKeyedEncoder is with binary lists, but we could try to write a tool for unarchiving the files into a fodler or something like that.
