It definitely isn’t the architecture or the operation system. I am using 
OpenSuse (Factory) on AMD 64 as well.
The issue here must be the interaction with the window manager. I am using 
Kein, the KDE window manager and things work alright.

This really looks like we need to rework the code in setWindowLevel:: to suit 
modern window managers. I think, I reworked this aboutn ten years ago for the 
last time. 


As for this older statement:

This happens the second time the same window level gets set on a window, as 
there is nothing to do. If this already happens the first time we set the 
window level this could be the root of the problem.
