For now we use the MAIN_FEATURES LEVEL instead MAIN_LOCALTAX_EDIT until developing and testing this feature

Summary:	Allow edit localtaxes rate for thirds
Description:	Add a hide option (MAIN_LOCALTAX_EDIT) for add possibility to allow to change the localtax(1\|2) rate for a particular third. Exemple: a defined localtax into llx_c_tva is 21. But a supplier subject to this localtax apply 10 (due to its fiscal situation). we can edit this into supplier card and modify the 21 by 10.
