They're learning.  They are currently at phase 2 of
a 3 phase process of getting to where they need to be:

Phase 1 - source code availability is bad
Phase 2 - source code is ok for non-commercial only
Phase 3 - OSS/FS isn't so bad after all

Other companies (Sun, IBM, etc) have gone through
this process before, and Microsoft will too.

We should gently encourage them to move to phase 3,
and not back to phase 1.  They will eventually.
