[DotGNU]Microsoft Shared Source License

On Slashdot (where else), I read about Microsoft releasing their CLI source for mac osx. I was interested in their licensing, so I went to the site and followed the link to the license. I had heard it was really short and clear, but I was still amazed to find it to be only one straight forward page. While reading it, I noticed that "You may use any information in intangible form that you remember after accessing the Software." Are they trying to say that you can look at their code and remember how they implemented something and go implement it yourself? On the main page, they have this: "What can I do with the Shared Source CLI? ... - People developing their own CLI implementations will find the Shared Source CLI an indispensable guide and adjunct to the ECMA standards." Sound to me like they are trying to get people to play with their code and make their own stuff based on it. At least, that is how it seems. I would imagine, they are just trying to keep from scaring developers off. Any comments?

Quick comment, If only the GPL could be shortened. Even a 20% reduction would be great.
