There still isn't an official recommendation. It's important to have one
however. I personally like FOX the best but there are 2 problems, one with the
licensing (possibly GPL incompatible, there was some discussion about this a
while ago, but AFAIK the issue has not yet been resolved) another with the lack
of C# wrappers. The latter should be easily correctible using the FOX SWIG
wrapper files from FXRuby and the SWIG C# patch, this needs to be done by
somebody who understands SWIG and C# well however.

The GUI toolkit problem is one that needs to be solved in the short term
however, since otherwise webservices using multiple GUI toolkits would appear
and that's bad news for certain kinds of software. Example: Forum has a client
(basically the Jabber Client minddog was talking about), the client an empty
widget space away to the webservice, but if the webservice doesn't use the GUI
toolkit of the client that won't work.
