I used to have duplicity backup 1.3 TB of data over USB 2.0 to an external HDD. It took approximately 22 hours. Upgrading to USB 3.0 cut that to 5 hours.
duplicity --no-encryption --include-filelist=filelist / file:///mnt/hdd/backup
Try turning off compression. It's a waste of time if the data doesn't compress well. If space is an issue, try separating the files that don't compress well into a separate backup. That's what I did to get my blazing fast 22 hour time.
This might be a dumb question, but are you sure the tmp directories duplicity uses (like /tmp, /var/tmp, /home/[user]/.cache/duplicity; depending on distro) aren't in the backup path?
