Details:
Duplicity 0.4.6, even with the 6285 patch, mishandles these target URLs:
ftp://MyServer/%2FMyPath/
ftp://MySerer//MyPath/
A transcript is attached.
The error happens because the FTP backend passes the target URI directly to
`ncftpls`, which properly unquotes it, but `ntcftpget` and `ncftpput` get the
hostname and pathname.
