Follow-up Comment #1, bug #21857 (project duplicity):

scp://address@hidden/home/andy/backup

probably should be:

scp://address@hidden//home/andy/backup

to make it an absolute pathname.

The scp protocol is just another name for the ssh protocol.  scp and sftp are
ssh tools that provide the capability to list and delete (sftp), and get and
put (scp).  The call to sftp is to list the directory.
