Looking at index entries for the Elisp manual that include "fringe", and
looking each one up, I do not see anything that takes you to node
`Layout Parameters'.  IOW, if you want to look up fringe as frame
parameters you are out of luck.
 

In GNU Emacs 24.0.50.1 (i386-mingw-nt5.1.2600)
 of 2010-08-16 on 3249CTO
Windowing system distributor `Microsoft Corp.', version 5.1.2600
configured using `configure --with-gcc (4.4) --no-opt --cflags

In fact, most of subsections describing frame parameters had no
indexing whatsoever.  I added an index entry for every frame parameter
documented there.
