$ emacs -Q -f shell a
C-x 4 b <return> l <tab> s <return>
Notice how it leaves the *Completions* buffer sitting there, instead
of giving us back buffer "a".
Yes sometimes one has further uses for the *Completions* buffer, so
don't kill it, but do bury it.
