Indeed not, but that's much more complex change, which requires that
either a new operation to be added to `file-name-handler-alist', or an
existing operation's semantics be extended, with the compatibility
headaches that entails.

Since no current (in the distribution) file-name-handlers actually
support `substitute-in-file-name', this is not a practical problem at
present.
