Ok, now I know what you mean.

    In XEmacs, the tabs represent buffers.  The line just below the tool
    bar contains tabs whose labels are the buffer names.  By pushing a tab,
    the corresponding buffer is shown.

One tab per buffer?  This sounds like a kind of buffer menu which is
always visible, right?  But people make lots of buffers--there
wouldn't be space for enough tabs, would there?

Is there something about this feature that I have misunderstood?
