The URL file name handler doesn't seem to like being nestled:

(expand-file-name "foo" (file-name-as-directory
                         (expand-file-name "foo:bar"

it should return:

(expand-file-name "foo" (file-name-as-directory
                         (expand-file-name "foo:bar"
