I haven't tested it, but it seems that the overall changes
are very reasonable. And, this surely helps people who must
read/write Chinese texts encoded in EUC-TW. So, I agree
with these changes.
By the way, although the coding-system euc-tw can encode
also Big5 characters, they are decoded back to CNS11643-1/2
characters. That should be described in the docstring of
euc-tw.
