Yes and no. Yes, because savannah-hackers copied everything from
/cvsroot to /cvs, so features like emacs-commit should work no matter how
the changes are committed. No, because they still want everyone to
switch to CVS/SSH and use /cvsroot (if you use pserver, you might have
seen messages that nag you to do so from time to time).
