lisp/ChangeLog corruption

The file lisp/ChangeLog is has again been corrupted and in the same
way like some time ago, with the effect that the file is not saveable
with its specified coding system.

The corruption happened with the change

AFAICS, this changed at least some of the multibyte characters, for
instance the \ss in Kai Großjohann's name to eight-bit-graphic, code 
point 223.  Similar in Pavel Janìk's name.
