Right.  That is why it has such a good Info and other help system.

Please remember, even a good distribution, such as Debian, distributes
the .el files in a separate package that many people do not load.

This is the Debian .el installation:

    apt-get install emacs21-el 

i.e., the .el files are not part of package that you install with:

    apt-get install emacs21

Also, please remember that novices often do *not* know that .el files
exist.  Worse, when they learn about them, the .el files sound scary.
A goal is to lead those novices who want to use Emacs as more
than a useful tool to the .el files.  

The kind of people who want a useful tool, and no more, might, if
persuaded, read the Info or other online help, such as that provided
by Control-h; but they do not have the interest or the time to do
more, unless very gently persuaded.
