I agree that it's silly to have an abbrev table for dired modes.
I suggested a few months back to add a :special keyword argument
for special modes (i.e. modes with a 'mode-class 'special property)
which would turn off the automatic creation of abbrev-table and
syntax-table.
I don't think it's a majo problem to create an abbrev-table for
dired, tho.  If someone is silly enough to try and add abbrevs
to it, he gets what he deserves.

No there isn't, really.  There's a tremendous of ways that major
modes are poorly setup because authors don't follow the conventions,
yes.  Call it "variety", I call it "bugs".
