It could be stated as a desirable goal, and then slowly all uses of
Customize could be changed in that direction.

It seems that the Emacs Lisp way is to have coding conventions rather
than enforecements, and that seemed to have worked well so far.  So
why should it fail in this case?
A preposition is not a good thing to end a sentence with.
