mailutils now contains movemail

In case it hasn't been noticed, and assuming this is the right place
to say so: GNU mailutils' NEWS now says the following.  See the
movemail item in Emacs TODO and recall previous discussion of the need
to configure mail locking for delivery by a different sort of system
than movemail is on.

  Moves mail from the user maildrop (remote or local) to the local file.
  It supports all mailbox formats, supported by mailutils.
